As a long-ago writer and publisher of Star Trek fanfic, I can think of?several reasons why people write it, rather than making up their own characters:

1. They are so madly in love with the characters that they want to read/write more about them
2. They are so madly in love with the characters that they want to write stories about their own personas interacting with (generally in a romantic way) the main characters
3. They think the original source (this is especially true with TV shows) screwed up, and they want to write a story that handles the topic properly/intelligently
4. Writing about established characters means that you don't have to do the hard work of setting up a character's personality & background - it's all been done for you.
5. You don't think that anyone will be interested in reading about your new people, only the ones on the show or in the book.

There are probably more reasons, but those are the ones that spring most immediately to mind.
