"Pigtails", to me, is the hair worn in two plaits, usually starting a little 
behind the ears and hanging down in front of the shoulders.  I'm from 

I can see why the google image search is confusing you!  This picture 
is close to my mental image, though I'd expect more plait and less "end", 
and the plait could start lower down.  This one 
is also reasonably close to my idea.
