Yes, it's a lapwing. I've found a few quotations which talk about them 
flying over ponds or lakes, but so far no bulls-eye.

My gut feeling about that quotation is that it has an early-twentieth 
century 'feel' to it. Someone like the Irish poet AE, or possibly Walter de 
la Mare, or even John Masefield (the latter two being Cooper favourites), 
might have written it. But guts can be treacherous indicators.
