Obligatory.  It's used to identify a comment that "justifies" an
otherwise off-topic post and thus there's only a tangential relationship
between the DWJ comment and the off-topic bits.

Since we're not really very fascist about off-topic posts, we tend to
use it more as "interesting aside".
